I have a 124i system with a 4 port analog Vangard vmail on it. I am trying to find out what the normal ring voltage output is on the ASTU-S2 card. The vmail is not answering all the time and the port is putting out 12-14VAC ring voltage, which does make it answer....sometimes.
Also, what produces the ring voltage on this system, the actual SLT card or the Power supply for the cabinet.

Not sure what the ring voltage is, but is this a problem with one port or all 4? If you hook up your butt set in front of the VM, does it ring when you call it? Have you monitored Port Activity on the Vanguard? It almost sounds like the ports themselves may be going. The reason I say this is that I've never had an analog card go bad, but ports? Yes.

All 4 of the analog ports are doing this. We originally thought this was a vmail issue and swapped with service vmail and the same issue is happening. It is not providing enough voltage to make the buttset ring, but the voicemail does pickup when it gets 14 volts, which really surprises me. The system is in a room with minimal heat and in the early AM, it is cold and the system only outputs abouts under 14 volts and the system won't answer. As it warms up in the room, the voltage goes higher (not much higher than 14), the system answers most calls. I have a new cabinet with power supply and ASTU card i am going to try.

Think you hit the nail on the head.......it's in a lousy environment. Maybe the customer can put a Snuggie around it to keep it warm.
