If an IT department has proper network security methods in place, does this mean the BCM will need any more security precautions against hackers or phreakers? The guy said that his BCM has been compromised once.

Pay close attention to password policies. Don't set passwords on voicemail boxes to '1234' or the extension number for example. If a phreaker can hack a mailbox, they may have free reign. Also, there is a known security hole in mail that there is a patch for. BCM 3.7 will include the patch.
