Have a customer who presently has a Mitel 200D and is changing to MICS 7.0. Presently has 800# thru T1 using DINAS routing (4 digits). How is this done with the MICS?

Should be able to create a target line for that number and assign it to wherever you want it to ring.

I should be careful here. Are we talking about a T1 or a PRI with 23 channels and a D channel? I know in the past when I have worked with any US customers wanting to do an install in Alberta, we have this miscommunication of T1 VS PRI.

the current circuit is a T1 being that the software level of the Mitel doesn't even provide for PRI (1004 acd)

T1 or PRI, your going to do the same as far as the Target lines are concerned. But you do need to make sure which one you're dealing with because a PRI requires a Keycode to make the T1 Card PRI capable but with a T1 you just need the card.
