Can anyone tell me if the cable to the program terminal is a null modem DB9 to DB9?

Typical Option 11 breakout cable has TTY 0,1,& 2 on a 3 piece into one breakout cable. The end you plug into is a 25 pair connection. So you're looking at a 25 pair to 9 pin converter cable.

And yes, you need a null modem adapter.
