Do your DN's start at 100?
It is a conflict with the dial plan.

If you look under system properties you will see "name prefix" = 11 and "special prefix = 19. These values are blocking MB's 110 to 119.
If you are using NVM interface, not the call pilot interface, these setting are ignored and you can change them. 80 and 81 work as long as you not using them as destination codes.
Changing these codes will open mailboxes 110 to 119.
