One of my sites has discovered they can't dial 0 or 00 to get an outside operator. Here's what I have:
Option 11, Succession 4.0
Station is set TGAR 1, NCOS 7, CLS=CTD
ESN for SPN 0 and 00 use RLI 12
RLI 12, entry 0 uses Route 3, FRL=3
Route 3 has TARG 2

The switchroom phone has TGAR 0, NCOS 7, CLS=UNR. It can call 0 and 00.
Is this caused by TGAR difference or CLS difference?
Can I change FRL on RLI 12 to correct it? If so, what do I change it to?
Any other thoughts.

"TGAR 0-(1)-31 Trunk Group Access Restriction. The default of (1)
automatically blocks direct access."

From the book.

Test it out. Change it to TGAR 3 for Fun. See if it works.

Change it to 0 and 2.

Then If none work. CLS to UNR.

But it should work with a different TGAR.
