I have gone through the Installers Manual but when it comes to programming the lines, the phone does not do what the manual says. I reset the system and chose the square template. From there what do I do to dial out and receive calls on all phones?

That was a big help. The problem is that it's not letting me. This is a brand new system right out of the box. I am using the default config password but it seems as if I still don't have programming access.

Please be more specific. Have you programmed Nortel before? As with all other systems, the manuals assume you know a lot more than what is in the manuals.

If you reset the system, you must have used the correct password. Are you saying the system is now denying you access to installer level programming?

After choosing the square template, I exited the setup programming mode. I had a phone, Norstar model T7316E, on an extension hooked up to pair 14 and live analog lines hooked up to pairs 1,2,5,6,9,10,13,14 on the appropriate 66-blocks hooked up to the system. Shouldn't I be able to call in or call out at this point? I tried 8, 9, 0, 1 and area code but nothing worked.
I understand the lines have not been programmed yet, but I am doing a check. Should I be able dial in or out using the default square template?

I assume you're saying that the phone is connected to one block, while your lines are on a 2nd block.
Connect the phone (I assume that is the only phone that you have working) to pair 1 through 8. If it works there but no higher, you have a 4x8 software card.
By default, any new phone connected will have only lines 1 & 2 assigned. The rest must be added within programming.
Question: Which buttons are you pressing on the phone to try and get a line? No, it's not a stupid question...

The situation now is that when I pick up the handset, I press the lower-most right-most button and get a dial tone. When I try to dial out , nothing happens or I get an error message. I tried dialing 301-555-1212, 9-301-555-1215, 8-301-555-1212, 1-301-555-1212, 9-1-301-555-1212, 8-1-301-555-1215, 0, 9-0, 8-0, 411 9-411, 8-411.
None of these worked.
I cannot try moving the phone to pair 1 right now (Saturday) because I do not have access to the system. Is it possible the new software/license is not loading from the flash card?

Do you have IC dial tone ?
Do you have CO dial ?
I think you may have IC dial tone.

No lines will be in a dial out pool of a default system. Do a feature *0 and press your buttons until you see lines 1 and than 2, push release, push one of those buttons and dial your number.
