I am trying to complete a PRI installation on a MICS 6.1 (I have done several times before). I have installed the DTI and the PRI Enabler and I can see the PRI Card properly configured via the NRU 11.0 Browser.
It appears that the DTI card properly initializes but when I connect the PRI circuit into the card the In-Service LED flashes as if it sees nothing on the other end. I know the demarc is extended properly because I actually took the system and plugged it directly into the NIU and still the DTI just flashes.
The PRI is configured by the Telco as NI2 but NRU 11.0 Browser only allows for NI, DMS100, DMS250 and 4ESS selections.
We replaced the DTI card twice and each has the same flashing systems. Telco says it our equipment but I am beginning to question that theory.
MICS 6.1 Install Manual (page 598) states that the Flashing In-Service LED means "..PRI trunks are out of service because of a running loopback test". Why the flashing lights?

Insert a loop-back plug into the DTI card. Let us know what happens.

I inserted the loopback plug and the DTI still just flashes. It's like the system knows the DTI card card is installed with the PRI Enabler Software Key, but can't detect if anything is ever connected through the jack.
Am I missing something that needs to be turned on in the hardware configuration?

The other item I forgot to mention is when I reboot the system everything appears to come up ok and the configuration stays intact but I am getting a 74-21 or a 74-22 alarm on the control set. The MICS 6.1 Install manual doesn't reference these alarm codes.

Sometimes I have had to go into maintenance and disable the card, then go back and enable it. Wait several minutes for it to click in.

I think I see the problem. The MICS doesn't recognize any DTI card that is put in. If I have a DS and DTI in KSU together it will only recognize the DS module (no matter which slot). If I have 2-DS Modules it will recognize both DS. It always ignores my DTI Cards.
I saw some mention of needing a T1 Service Clock Card (NTBB24) or the 6-Port Fiber Combo card (T1 clock card built in) when using the DTI. Perhaps my 6-Port Fiber expansion doesn't have this feature. I wonder if the alarm 74-21 has something to do with missing clock card? I am going to install a T1 clock card and see what happens.

The missing T1 Clock and Service Cartridge was the problem. I installed a NT8825GA-93 Fiber Expansion Combo Card that includes the T1 Clock Service and the system is now up and running.
This system also stopped reporting the undocumented 74-21 alarm which I am assuming has to do with T1 Clocking issues.
If someone can verify the 74 alarm that would be helpful for future reference.

You absolutely must have a service card or 6 port combo card for a DTI to function.
