I have a customer with a mics 6.1 and pri, no analog. They want to use line re-direction for calls transferred to one set to an outside number. When setting up F84 it askes for out going line but I have no lines assigned. Can this feature be used with a pri?

Line redirection is to redirect one line to call back out on another line.
You are trying to forward a set...thats called Call Forward.
Build a Route then forward the set via F4 to that route plus the phone number.

You must have the target line appearing on your set to use line redirection.

For the outgoing line on a PRI use your Intercom key. Then for the number it is Desti + number.
