I have voicegate ICS version 1.15. I'm trying to reset some voicemail boxes since those employees are no longer with us. I have tried the feature code 981 and 983 and all it displays on the phone inactive feature. The phones I have in my office are T7316E. I tried some other codes as well but that led to totally different features of the phone.

The inactive feature is telling you that the voicemail is not being "seen" or recognized by the phone system. This is why none of the VM feature codes work. This can mean either the phone system has a problem with the VM ports, or the voicemail is out of service.
You can try a reboot and see if you can login. If it continues to show inactive feature, you have a more complex issue than we can assist you with here on the open forum. Reboot and report back.

Does the Voicegate use FXX codes? The ones I sold were Win2000 boxes with Dialogic NS emulation boards and didn't use the Nortel VM codes.

You can either log into the terminal (NT4 PC) to edit the mail boxes or use "dial up administration" where you log into the administrators mailbox. The VoiceGate does not use codes
