Does anyone know if the Startalk Flash does cell phone message notification and if so how does it work? Thanks

Yes it does. It's explained very clesrly in the setup and operation guide.
Message notification is programmed in the mailbox by the user. Provided the mailbox has a class of service that allows external notification and the mailbox has been granted access to an external route, line or line pool.
