Because of noise on phone (ext 225) I swapped for another device (ext 229) but I can't figure out how to swap the extension line and vm boxes. Any suggestions where I should look in reference guides, or what this feature would be called?

Welcome to the boards, Rustybroad: How exactly did you swap them, just unplgged and moved them? Did the proper ext come up at the right locations or did the ext # follow the phone? (Do a Feature *0 and press intercom - check display for ext number)
If CON is the opposite of PRO Then what is the opposite of Progress?

I just unplugged & moved them, the ext stayed with the phones OK, I verified as you noted.

I am assuming that you did NOT want the ext to stay with the phones.
Move them back to where they were. Verify the ext #'s are back correctly. Then disable the SET RELOCATION option.
If you don't know how or can't get into programming, then contact a local Norstar Tech to help you out.
Then you can switch the phones without the ext moving. They are the same model phone? - Right?
