I have a customer that is trying to do a CO to CO transfer. Per documentation establish the first call put the call on hold make the second call. Then press Feature 3 and then Feature 70 to exit you self out of the Conference. But the last step you get an error stating Transfer Not Allowed. And ideas? Thanks

Disconnect supervision must be turned on for the lines.
You should use CO transfer. It doesn't tie up 2 lines. You may need to have the feature activated by the CLEC/LEC.

I agree...use the Telco transfer. Would probably need to have transfer and 3-way calling features added to the line. Then you can simply use Feature 71 to transfer the call or even setup a 3-way call.
