We have a CICS 7.1 and sometimes we have people that call the office but need to talk to someone at another office of ours. Is it possible to forward the phone to an outside number?

If so, how can it be done?

Are you talking about forward the LINE or a particular user's call?

A particular call. For example, I call 713-555-0001 but it is the wrong office and they need to transfer me to the other office at 713-555-2200.

Need to have Universal Transfer/Call Transfer (and maybe 3-way calling) features added to your lines so that the call can be transferred to another line/location.

Is that within the programming? I've never really looked to do this before and haven't run across the feature.

Truck to Truck transfer is a Teleco offering.
End users simply flashhook, dial a number,flashhook again, and now your all together. Hang up to compete the transfer.
