Client wants to be able to manually answer calls on 221, and forward to the AA on busy/no answer. 221 has 3 CO lines, all ring and appear on this set. If 221 is busy on an incoming call, it forwards a second incoming call to 221 V mailbox instead of the AA.

Should I delete the V Mailbox for 221 and have 221 user use the general mailbox instead? Or would setting up a phantom mailbox (no associated extension) be a better solution?

The AA is currently set to answer after 4 rings, which it does, but if 221 is busy, additional incoming calls go directly to the 221 voicemail box rather than the AA.

I'm thinking I need to get rid of forwarding on busy.
