Im working on a Nortel Norstar Compact plus ICS. Previously there was no issue, however now when any calls are made (outgoing) on line two it rings then drops the call when someone answers. You cannot hear the person say "hello" but I am sure that the call goes through, because the test calls were confirmed at my office. The phone that received the call indicated that the "C.O. hung up." Any help with this matter will be greatly appreciated. Thank you

First confirm if line issue or system issue buy swapping line 2 with line 3 and test.
Did you use your test set on the line before the KSU and experience same issue?

It doesn't make sense that a line card would initiate a call and pass it off to the TELCO CO and then terminate the call after someone picks up? That sounds more line a line/CO fault...

How are the lines being delivered? Copper (POTS) or VoIP/Router/CSU*DSU?
I've had major call handling/quality problems with ATT Business-In-A-Box lines (which are delivered via IP).

I hooked my butt-set up to the line on the 66 block before it enters the phone system and made a test call to my office. The call went through and I was able to hold a conversation. The service is through Windstream, so the lines come out of their switch on an amphenol cable to a 66 block (this is where I made my test call from), then into the phone system.

Winstream is what? copper/POTs lines?

And what happened to that test, did you forget?
If system side issue then sounds like you have a bad port on the line card, swapping the lines will prove this right away and the simplest test.
