I had somehow the same problem, none of my MWL would go on when a message was left; if you want just take a look at all the responses I had and that miught help you. (bulletin name: Another MWL notification Issue)
For me the solution was to get rid of the DSS to VPS assignment on the MESSAGE button.
Now I'm having another problem, which is the opposite of yours, I have 3 extensions where the MWL never goes off, everybody else's work perfect.
Any Ideas on this one?

If "all call transfer to mailbox " is enabled under mailbox setup thje the MW will not work.
