you dial a number and right before you get ringback you hear a short loud squeel about a 3rd of a second.and does not happen all the time right!

Is this bull pen area like a call center with different trunks than the general sets?
Are the trunks POTS or POTS fed by concentrators?
PRI?
Initially it does sound like cabling but --- ???

All the outgoing trunks are loop start, the incoming are on a PRI, they may be concentrators but we haven't asked. Also, it doesn't happen on all phones and I would think that if it was a trunking problem the issue would be more widewpread?
