Could be an alarm line. I ran into that a few times. When you call, hangup then call back, many alarm systems will answer.

it could be and sounds like caller id tone, are u answering the call on or before the second ring, if so wait until after the second ring and see if you hear it anymore, and call your provder and have them turn off caller id or get the system to ring your phone after it get the caller id

As p2ii said, if your system is a ta 824, you have a Panasonic, not a Toshiba.

Like newtecky said could be a alarm on one of the alarm, or it could be that one of the lines is set to go to the maintenance modem.

if you ring in and see which line is coming in when answered by tones and waut and see if the system stays ringing for 2-3 seconds and stops flashing while the tones are still heard on the line or does the system stop ringing and the line light stay on

It could be as simple as someone, or a fax machine, dialing the wrong number thinking that they are sending to a fax machine. Happens a lot, especially when you have new telco installed and they gave you a number that used to belong to someone else and was used for a fax line. Are the lines POTS or DIDs?
