Just a couple of thoughts.
I would place a test set on the CO line and monitor that the digits are being sent out, assuming you have POTS lines. If not being sent, then I would recheck the COS on the VM ports and finally the dial out string.
If the VM is "opening a line" , the problem probably lies with my last 2 thoughts.
