allcalcom, the point of Brokeda's question is that if a DIGITAL phone cannot "DIAL ACCESS" a trunk group or outbound dial tone, that would indicate programming error in the 1232, that is system wide. Either phone by phone or system command.. Off the top of my head, it may be a problem in the 4XX area of the program. But, I haven't a manual handy. (That's my excuse and I'm stickin' to it)

fast busy can also mean station lock has been enabled .If you don't have toll restriction or line access denial what else can it be .
I'dd look in flexible numbering plan and see if some one got inventive with trunk access codes.

went to job site on friday , 9 and 88 do work on
on digital and analog ports except the one the fax machine was on , you can dial other ext's and can receive ic calls dial 9 or 88 it just sits there and does nothing . moved it to a different sl port working just fine .
