I am having alot of complaints about getting hangup calls in voicemail boxes, where people won't leave a message and just hangup. Is there anyway I can program the emagen software to where it will not save these hangup calls to the voicemail box. I have played around with the values for minimum message length and maximum silence during recording in the emagen cos section and it makes no differance. Anyone have any ideas? Thanks so much!

Sounds to me like your CO lines aren't sending a disconnect signal or your phone system isn't translating them to tell the voice mail to hang up on an abandoned call.
To test, simply go off-hook on a line and place the dial tone on hold. If it drops off after about 20-30 seconds, then you are receiving the disconnect signal and it's a matter of system programming. If it doesn't drop off hold, then you need to have your local exchange carrier fix it. It's also referred to as loop supervision.
This happens frequently when people switch local service providers.

I tried what you had suggested and when I pickup a line and get a dial tone, it will not let me put it on hold. now if I pickup a line and then dial 9 to get an outside line and then put it on hold, it instantly gives me three quick beeps and then returns me to a dial tone.

You might have voicemail from your provider (CO). Thats why you get the beeps. Don't worry about that. Just put the call on hold and see if it drops out after 20-30 seconds. If it ring backs try changing open loop timer on the phone system side. If that don't work. I change my voicemail settings to disconnected after the opening greeting ends on incoming calls.
