I would suggest that you setup telephone notification in the Stratagy with a default token under Alt-N (notify) for all single line users. It's free and at least the user will get some notification.

thanks again for all your help.
I have enabled a notification templates on each extension to call them when a new voicemail has been left for them. The users are delighted now !!
