OK, sounds like you might be in over your head without a service call, but the cards are as follows:
RCTU1 - main processor PDKU2 - 8 digtial stations Slot S11 - Ports 000-007, default mapped to ext 200-207 Note that port 004 is semi-reserved for a toshiba door phone controller and port 007 is semi-reserved for a DSS console. I say semi-reserved because they can be used for DKT phones, but if programmed for the special use, the phone would not work right, if at all. This could be the problem with extensions 204 and 207.
RDSU1 - 4 digital stations and 2 or 4 analog (POTS / voicemail-box) stations. Slot S12 - Ports 008-015, default extensions 208-215. I havent worked with this card, but my guess is that it would be DKT phones on ext. 208-211, and standard single line phones on ext. 212-215. A DKT phone connected to one of these analog ports might click a little when plugged in, but would be otherwise nonfunctional.
RCOU1 + RCOS1 in slot S13 - CO's 1-8 RCOU1 in slot S14 - CO's 9-12
Toshiba Door phones have a remote unit at the door and a controller at the KSU which connects to port 004 or 012 of a PDKU. If your door phone connects to a CO port the Toshiba door phone programs would not be used, or rather set to indicate no door phone.

Sorry, I was backwards on the RDSU1, ports 008-011 are the POTS extensions and 012-015 are the DKT extensions, so extension 213 ring assignments should be possable with program 8x port 013 - remember when using program 39 and 81 etc you need to enter the port number (000 - 015) not the extension number (200-215).
Probably not necessary on your small system, but on a larger system where extensions have been remapped from the default port-to-extension mapping it helps to plug a display phone into the jack and dial intercom #402 to display the actual port number.

I just found out from my land lord and he told me that previous tenant had voicemail connected to this DK280. When they moved, they removed VMail from the system.
Does this affect the ringing on some extensions. How to make sure that Vmail was disconnected properly from system program too?

What kind of door phone is it? You said it was connected to a CO line, but Toshiba door phones have a controller box that connects to a digital station port. If that's the case, then prog. 79 would be right.
It's possible the cards might be bad. I would say swap cards, but they're different types.
