Are phones are setup to block all outgoing calls through program 48 I would like to still allow 911 calls I tried program 44 default 91 to allow 911 calls but it does not work? I also added a 9 so it was 9911 but that did not work either
Any help would be appreciated

I would suggest using forced account codes to restrict dialing out on trunks instead of using program 48. All 911 calls will go through without an account code as specified in program 44.
