Welcome to the board.  I don't have a manual but if you will post any questions you have about the tester I'm sure you will get the answers you need since most of us have been using the tester for a number of years.

Have you tried to "Google" it? There must be a pdf out there somewhere.

I just looked , I thought I had one but mines for 22 and 25
the TS21 doesn't have enough going on to require a manual
talk/monitor
tone/pulse

I have the manual. Like Skip said, there isn't a whole lot to this particular model. I can look up specific information and post the answer here.

keypad in/out
mute and polarity buttons..
Mine has a ground start lead and associated button as well.

Fluke bought the Harris tools and testers division a few years ago, and they don't make the TS-21 anymore.

Doesn’t have the TS-21, but may help you use it.. Harris and fluke are the same Butt sets
