When the receptionist is on the telephone (20 Button w/ Display) she cannot hear the other CO lines ring. .... .... what to do???

Need to know what model Toshiba system you have, is it a CTX, DK, etc... You should be able to program the phone to recieve a muted ring if other lines are ringing in and she's on the phone.

That is the model of phone. We need the model of the system (the central unit that all of the phones plug into).

Check Program 81. Make sure all the lines are programmed to ring the appropriate phones.

I checked program 81 and all the lines are set to ring at station 10. It used to ring, but now it doesn't.

Is she in DND? Or night mode?

Not as far as I can tell. He DND button is not red and night mode should not be programmed on the telephone.

Did you swap phones? Maybe the phone is bad... Program another phone to ring on a different port/card. Maybe the card is bad.
