that is number of your dss console. the system will be in a closet or mech room somwhere.
it sounds like you need a tech.

hopefully that dss2060 is attached to a
telephone something like a dkt2020sd or 3020sd and that phone has a users guide
that references several choices of call forwarding like all /busy /no answer
and that would work for you
also it would be helpful to answer the questions asked above
