and the 66 block is everyothere pair correct?

As long as they are the DKT phones, then they are single pair. If you have EKT phones running off of a PEKU in an expansion cabinet, they are 2 pair. As a repairer, not an installer, I am not positive on the wiring at the block. I believe that you are correct that it is every other pair.

the deal is dkt -1 pair every other
ekt 2 pair per set
