-check tandem as voyager said
-station CF will override any system CF
-make sure you are using intercom, not a phantom, to set cf external
-check for phantoms on the phones and check their call forwarding
-and instead of dialing the call forwarding sttring, just add a 'cf-ext all' button to each phone that needs to go to cell phones... trick is, you have to program the cell phone number on to that button at each individual station in user programming.
