How can I restrict 4 extensions that I have installed in the warehouse to receive only specific inbound numbers and restict all but specific outbound numbers on a CTX670 with PRI and programming with WInAdmin.

Outbound would be doable with the Services tab in winadmin. Inbound, I don't think there's anything you can do for that.

If they are DID's on the PRI, don't let that phone ring in incomming for those DID's.
Outbound calls can be set up in DR programming.
