I do believe you are correct, but all the user guides do have that you need to get internal dialtone/intercom.

Hmmm ... [I see that the Quick Reference Guide does indeed instruct that Intercom be pressed before a line access code (701-708 or 81-88). It doesn't mention Dial 9 access there, but since Dial 9 is just a special instance of the 81-88 codes, ] you're right!
