I have a customer with a CTX 670 with a pri. They want to take a DID and call forward it to an outside number and be able to change the number on a regular basis. Is there a way I can do this without taking up an extension port and with out requiring more licenses?

No extra license is required for this feature. You can have the DID target a phantom DN and then have the phantom DN owner call forward to an external number.

I did that for a customer where I used speed dial to turn on and off. The user would just enter Speed dial 300+the number to set, and speed dial 301 to turn off.
From extensions other the owner, you can use remote Call foward set.

I have tried this using the code #6012 the phantom number pound then 9 and my number. It works fine if I call internally but when I point my did at that number and call it I get the voice mail asking me to please enter my password. Any suggestions?

#6012 is call forward remote which requires a security code as specified in prog 200 FB18 for the DN you want to call forward.

Make sure Tandum CO is enabled in Class of Service (COS). It is disabled by default.

#6012 enables you to set call forward for any phone on the system, like phonemeister said you will need the passcode

As in the above case, they are setting a call forward for a phantom extension. The owner of the phantom (an exension can be assigned as an owner of a phantom DN) can use #6011 (while on the phantom DN). Any other phone uses #6012.
The codes work for both real extension and phantom extensions. If the user was in a different office and didn't want to walk all the way down the hall, he could use #6012 to remotely set his call fowarding.
