I have a DK16e system that I have configured several times. Today I went to make a change in the system and when I enter the first symbol of the configuration code I receive a busy signal on the phone and can not go any further.
I do have a program manual.
Any help is appriciated.

That's correct.
I enter the first character of the programming code on the 20 key phone and I get a busy signal and can't enter any additional characters.

Sounds like you might be going offhook or pressing intercom when trying to get into programming.

Thanks, so far.
I have cycled the power, again to be sure and I have tried the first character of the programming mode on 2 - 20 key phones so I don't think it is a intercom or offhook issue. Any additional checks? Any additional ways to enter the programming mode?

It is most important that you run programs 00-51 and 00-61 and check them using 00-52 and 00-62. Toshiba technical support recommended that these programs be run 2-3 times after running program 91-9.

Just a dumb question here.....

If the phone system wasn't intialized correctly and , let's just say, there isn't a speed dial key programmed on the phone you are trying to get into programming with. Would you then not be able to use the "*" or "#" keys properly. Forgive me I don't have a DK sitting next to me to test this out.
