Like Bunnie said. In one location with about 30 phones....I have replaced hookswitches on at least 12 phones--probably more. This is a very well known repair problem with these type of phones.
Get a known, for sure, good phone and plug it in. Either replace the hookswitch yourself, or purchase a refurbed phone---from a company that replaces the hookswitches. Your're spinning your wheels if you don't.
If the good phone works---you'll know exactly what the problem is---if the problem continues--you'll know you have a problem that no one can figure out right now. Go with the percentages.

I brought the remaining sets (5) to the installation, All still the same problem. Hard to believe about 12 sets would have bad hookswitches from being in storage. Again, these phones were working fine when taken out of service. I'm going to order a refurb and try it out. I'll let you know. Thanks.

I just went to my stockpile (phones removed from downsizing a couple of years ago) to replace a problem phone, and it took 4 tries to get one without hookswitch issues even though they were all working OK when put into storage (I had already weeded out the bad ones before storing, and two were ones that I had done a thorough cosmetic cleaning to have them ready to re-assign). I believe the actual switch inside the phone has a rubber button with conductive ink - is it drying out in storage without being flexed on a regular basis?

Well, I still have 6 or 8 new switches on hand, so next time I refurb a phone I'll have to pull the old switch apart, but whether it's ink or carbon, it's still not metal-to-metal like a power switch.
My other point was that, like RM, I was surprised at how many phones that I thought were good have gone bad in storage.

Here is a thought... Make sure Program 35 LED 16 is on for all telephones. If this feature is not on, an intercom call between extensions will be disconnected after 16 seconds if the receiving party doesn't pickup the handset. Dwight Jones www.exordiumconsulting.com

OH! When you go off hook on a dial tone button and dial, does it drop after some number of seconds or is this only if you intercom someone?
If you intercom someone whose phone is forwarded to voicemail, and they don't pick up the handset or hit the speaker button while on the intercom call, the call will drop in less than 30 seconds.

Could this be the old handset plugged into the headset (BHEU) Trick.
One should not increase, beyond what is necessary, the number of entities required to explain anything.

Here's the final prognosis: returned with a refurb phone and worked fine. I do believe these switches somehow went bad in storage (about 16 months). Thanks everyone for the input.
