Thanks for putting up with my vagueness. At first I wasn't sure if the two issues were related but it seems that they must be. I think voicemail is just randomly not picking up which is causing the issue with both the transfer to a vm ext as well as dialing thru our backlines directly into vm. I have tested our different lines going directly into our vm and sometimes it will work and other times it won't on the same line. What is the best way to test the ports going in aside from dialing the phone numbers assigned to it?
I am going to try rebooting the whole pbx and see if that makes any difference. Thanks again for your patience.

just dial each vm extension individually. That is the best way to test.

After powercycling it, there seemed to be no more problems. I tested all the extensions and they all seemed to work. I am wary of the it now (it takes forever to boot up - 45min.) and I want to look at a replacement from ebay. I noticed there was a stratagy dk with 2gb flash memory upgrade for $820. A vendor from ebay told me that flash memory upgrade on the stratagy dk is not too reliable and I should go for a ivp8 but it is hard to find one with the 512mb upgrade - I need something that stores the same amount of time as the stratagy dk but is reliable. Any ideas? I know some of you sell products.

45 minutes is way too long for it to boot up. Did you go through and make sure that there aren't too many messages in the mailboxes? I wouldn't trust anything sold on ebay. I've already changed out two pieces of equipment that two different customers of mine bought through ebay.

I will make note of ebay. Some of the ebay vendors offer longer return policies. I just put the APB out for everyone to clear voice mail. Some people haven't emptied their voice mail in years. I wouldn't be surprised if it were the cause.

Go into alt-u and then alt-t. That will list up the mailboxes and show the number of messages in each. Delete any unused mailboxes or login to each one, delete the messages and then set them to not store messages.
