I acquired a CTX28 that has a GVMU board. When I boot up, it has several red lights that scan for a minute or two, then a single light goes solid red and it appears to be ready to go. When I dial Int 600 to hear the greeting, it shows that I am connect to VM, but I hear nothing, then the GVMU card goes back to scanning and the connection drops. It looks like it is resetting. Any idea what is going on?

If it was working correctly the led will be flashing, not solid.
Not sure if there is much you can do, except try to default the voicemail by pulling the battery strap on the voicemail (not on the phone system processor)

when it has finished going through the boot up process the heartbeat led should flash is this happening?
also can you dial the SLT ports of the GVMU eg 220 221 222 223 (default extns numbers for the GVMU) what happens?

I did reset by pulling the battery strap and it started up OK with a heartbeat. After a few minutes I called in again and watched the GVMU board. When I dialed into the VM, I saw 4 red LEDs flash in unison, then the lights went back into the scanning mode. It seemed like it reset itself. After a while it would have a heartbeat again, but get bumped back off when I tried to call in.

Did you test Carl's idea - dial the PDN and not the Pilot DN?
