I think you are going to be able to buy licenses only from a local Toshiba dealer.
Toshiba has contracts with their dealers that they can sell only in their contracted area and if they sell outside of that (except national sales agreements) Toshiba steps on them quite nasty.
Most dealers don't want to risk their license to sell Toshiba over something this small.

Bunnie is right, you would be best to contact your local Toshiba dealer. I don't mind providing support over the phone, but I can't sell parts or licenses.

I am in the same boat. Our company is stuck with a Toshiba Vendor that gives the worst service that I have dealt with in 30yrs of doing business. I have tried to be satisfied with staying with him, but I have reached my capacity for dealing with incompetence. We are starting a large expansion project and I need someone else.
I have a management workstation connected for remote access. I have a local non-Toshiba tech that I have worked with before and trust.
So the question becomes one of licensing and parts. We have branch offices in other cities in the state that we are connecting to our CIX100. Does that get around the "sales outside your territory" problem? I *think* I have seen national sales outlets that seemed to be willing to sell (and install??) lics. What becomes of the lics that are already on the system? Do I need to "pass control" of them to another Vendor?
In an ideal world I would never dream of having remote programming support and a separate on-site tech. How common is it do maintain the phone system this way?

Not sure about US but UK is withdrawing port licensing for CTX at the end of this month.
