that is what it sounds like. I believe they started with 5.0 with per seat licensing. You can create as many IP extensions as you want, but the IP endpoint licenses will limit how many can connect at the same time. The License info tab should give you that information.

I am getting this same error, but we show more IP lics than are being used and we also show more processor lics than are being used. Any suggestions?

The maintainence tab should show you how many IP phones are connected. IP phones should only take a license if they are connected, if they software is at least 5.0.

The exception would be SIP extensions and IP voicemail ports. They take a license all the time.

Have you tried rebooting the CIX mate?
How many MIPU cards and IP extns do you have?
Do you use hotdesking?

Two things to check! Not only do the IPTs take an IP end point license but they also take a base port license. If you are missing either one of these Licenses you will not be able to build the station in the system database. It would give you a CTX ERROR. The next thing to check if the station is built is the MIPU config which will show you how many ports are availible on the card and how many ports are in use. "No Ports Availible, No Worky !"
