So long as the vm ports have been bolted down in DR its not usually a problem I agree but we have had "issues" with allowing access to the default attendants in the UK. It was a bit of a throw away comment - sorry bud.

It is true that there is potential for the voicemail system to be exploited, but that would be for EVERY customer that has a voicemail system. Even if a a company has someone live answer calls during the daytime, there is very likely an auto attendant, or at least a voicemail message box answering at night.
As you mentioned it would be good to restict long distance access to the voicemail system. Changing the default passcode would also help, but there are ways to bypass the security code.
