I just purchased a Toshiba CIX200 system, and the only manual I received with it is a Telephone Guide. I purchased the system on e-bay, therefor, didn't have any access to a manual.
Could someone please guide me to a website I could get an admin manual, and other information to help with programming?

Also, I'm really in need of eManager, and My Phone Manager for Windows 7 64 bit.. Is it out there?

You will need to contact a qualified dealer in your area or Toshiba. What is your background? Are you in IT or telecoms?

I worked for a Telecom company installing phone systems of different variety. Now I'm doing this for my own business.

The software you are asking about is only available to Toshiba dealers, so you may want to get in touch with a dealer in your area to get it.
