I cannot get line 3 to come up on stations 13,16,17 on a Starplus 616. I have gotten to programming and did a *05, then when I try to access station 13, it gives a fast busy. I have tried several times. Could this be a defective 616?

Does line 3 work on any other stations?
After *05 you entered 23 after selecting the proper station and button?
You may verify that the line is not marked "private" in *12.
