We will need some more info to better help you, such as:
1. What Voice Mail system are you using?
2. What typ of phone system is the Voice Mail attached to?
The feature in which you are referring to is "Outbound Notification" which can be done to either a cell or a pager depending on which Voice Mail system you have.

You can do this from the users mailbox. When you log in the mailbox go to personal options by pressing 8 and then for more options press 8 again then the notification settings are in there. Follow instructions and you should be good to go.
You can also do this with the VMAdmin program.
