If memory serves isn't the 3500 just a basic STS? And they can have a in skin vm?

Yes, the 3500-00 is the original standard KSU. The 3501-00 is the newer version that uses flash memory for upgrades. Both will support the in-skin voice mail card (3534-00) with no problem.
