I Recently Was Called To A Customer Site And Viewed Something Totally New On The Display Was Tha Following: Press Flex Button # 8 Release Key
Somehow The User Must Have Entered Some Sort Of A Code That Denied Him/Her Accsss To Using The Phone,Lights Were Lit But They Could Not Use The Keypad. Vodavi Tech " Has Never Heard Of This Issue", Has Anyone Out There Ever Heard / Seen This Before???

Not me. That is a strange one for sure. You'll probably need to initialize the station port and cross your fingers.

I have seen this when a flex key was stuck down by a coke spill. You can duplicate this problem by unpluging a phone then plug it back in while holding a flex key down.

I had that happen too when the factory desis were left in place and custom ones were placed on top of them. The slightest moisture caused them to swell enough to lock a button in the partially-depressed position.
