Inskin flash based voicemail was using outcall to notify user. Recently mandatory 10 digit dialing caused this to stop working. I've programed in the correct number and verified it can be dialed from a telephone on the system. I also noticed that I can't dial an 11 digit long distance number using outcall notification. Ports 4 and 8 are outcall allowed. Both ports are COS 1, have access to line group 1. I've removed all lines from line group 1 that are not in service. Any suggestions??

in the flash voicemail you have to insert several pauses after the number, otherwise the vm system will dial the number then disconnect.

Have you put a butt set on the last line in the outdial line group and listened to how many digits the vm is dialing? I'm unaware of any outdial restrictions in the flash voice mail. The newer version of flash vm's will notify a cell or land line and allow you to check the message, but the older versions would only spit digits or silence in your ear as it was set up for beeper notification only. Also , I've put pauses on the old versions after the number but not before.
