Can I use the 3515-71 phones with a triad 2 if I have the gold software? How do I tell if I have gold software?

No, they are not supported by any system other than the STS/STSe or now the SBX. There isn't gold software available for any system except the STS/STSe.

With 4.17 software, you can use XTS 3015 phones in addition to the Triad 9015.

True, but none of the Triad or infinite systems support STS phones, regardless of software. That was intentional to prevent dealers from using the cheaper phones.

And now with STS phones being supported on the SBX, its only the sales dept that keeps that product from using XTS phones.

No. There was never any software release that permitted mixing the Triad and Infinite models. It was a sales thing. It was only the XTS uni-phones that could move between those products when using the later software.
FYI: Both systems had 9015 phones so you need to go by the leading letters IN or TR.
