Here's the story. I have a customer in a rural situation where cell phone coverages is nill. They are using an STSe system and would like the NABusy transfer to a wifi enabled phone. The manager just came back from a conference and talking to another rural medical center they said that the were transfering calls from their phone system to Android phones connected to their WiFi using a linux box. This is all he knows and asked me to research it for him. Does anyone know of a soultion?

Seems like it would be possible with a analog CO or station port with a VoIP device on it. However, why not just have a good portable telephone, like Engenius Durafon 1X? It would not cost much (if any) more, and in the end likely have higher functionality on site and a longer range. WiFi is cool, but often the headache of making it work on something like this situation is not worth it - especially when there is a better alternative.

Is their plan to take it to wifi enabled places (IE, Starbucks, etc.), or just keep it on site?

They are pretty great portable telephones. The Durafon is not cheap, but the range is great, and you can add external antennas if you need longer range.
