So, Assigning the SIE on x 213 for port 01 which is x 208, will give x 213 the ability to answer x208 calls?

Yes, a SIE key will flash when the alt. station is called. To assign ringing go to MB 4-37 & 4-38. Light the same key green or red that was assigned as a SIE.
