A couple of things you can do.
1. In MB 1-8-08 station class of service turn off DND for that class of service, this will effect all stations in that class of service.
2. Check in MB 1-1-47 for a dial access code to turn on DND, by default it is 40. I suspect some one is picking up the handset and dialing a local prefix that starts with 40 or dialing a LD call without dialing a 1 first. Changing the dial access code to something different or deleting it really only effects persons using a dial acces to turn on DND, like single line sets, although anyone can dial the access codes to use the features.

I changed 1-8-08 should work, but you were right about the 40 we have 10 digit dialing in metro Atlanta and on of the area codes is 404.
